Does How to Fish support crossplay? No — there is currently no official cross-platform support. The game is Windows-only and sold exclusively on Steam, so there are no console, Mac or Linux players to crossplay with yet.

The Steam store page lists Windows as the only platform. The game has no console version announced, and its tags cover Single-player, Multi-player, Co-op and Online Co-op — all within the same Windows/Steam player base.
Cross-platform play is a separate feature from online co-op. You can play online co-op with other Windows players through Steam; what does not exist is play across different storefronts or devices.

The game's name is ambiguous — search results for "how to fish crossplay" mostly surface other fishing games that do have cross-platform support.
